Tendering and bidding in the world of procurement - would a customised solution work better?

Prior to joining The Gap Partnership as a consultant delivering negotiation training and negotiation courses, I worked in contracting and procurement at a large International oil company. The contracts I was responsible for were mulit-variable, longer-term services agreements, such as critical maintenance contracts, engineering procurement construction management (EPCM) contracts, lump sum turn key drilling contracts, and facility management contracts. All were multi-year agreements of 3 to 5 years duration, complex in scope (as their names suggest!), and once in place it was crucial that the services were delivered to specification.
